You can be licensed by the BATFE (?) to own destructive devices, not sure if you can be licensed to manufacture them, but you'd have to have them registered to you in order to legally own them.

Um, I make 'em, and then I usually dismantle them. I haven't thrown one yet. Molotov cocktails sound fun, but you really have to have a place to throw them.
