So basically every day I look high, although I don't do drugs. How do I stop this?

Usually it's hereditary and happens as a result of thin skin under your eyes that lets the underlying blood vessels peek through. There is little you can do short of getting lots of sleep, drinking enough water, and avoiding rubbing your eyes. There is a surgical method of removing them (fat injections under the eye to prevent blood vessels showing through), or you could try a topical under-eye circle product, but usually there's next to nothing you can do about it.

Get some rest.
For the coloration, you need to get more rest. For a quick fix, use hemmorhoid cream (preparation H) and makeup.
You can put raw potato slices on them for about 15 minutes. Potatoes contain an enzyme that is used in cosmetics to lighten skin. It can be very effective.

Avoid rubbing your eyes - Eat a healthy, balanced diet, take vitamins, and drink plenty of water.
