they did both during wartime. in fact its the same process. glycerine is a byproduct of soap making

Fat is basically an ester of fatty acids and glycerol, the latter is an alcohol really.
Just add a lot of water and a strong base to fat, and you'll be left with soap and a solution of glycerol, water and the remnants of the reaction precursors.
There's a lot of rescources out there to cover the subject, just google "making soap at home" or whatever.

Glycerine is a by product of turning waste cooking fat into 'Diesel' fuel.
With a bunch of steel tanks, some pumps, some chemicals (metanol & caustic soda), waste fat & other stuff you can make your own 'Diesel' fuel & sell it or use it & sell the Glycerine.
Or just get fat for free, process it & sell it for a nice profit.

so if i mix 50 grams of any alkali, and 100grams olive oil, and boil in water, i will make soap and glycerin?

You'd need a lot less alkali, but yeah, pretty much. Soap making is pretty common in the US, as seen here:
