My IP changes whenever I restart my router. Does that mean that at some point in time there may be someone else using the IP I was using before I restarted my router? Would that person have to be using the same ISP since the ISP owns/rents that block of IP's?

Yes and Yes. Someone def had that IP before, and IPs are usually ISP-specific (you can only get an IP issued to your own ISP).

Thanks. That explains it. I suppose then the way they connect IP's to people is by the ISP checking who that IP was assigned to at the time the offense was committed.
