No. He meant to say 232. made a similar reference to 1776 in his acceptance speech (http://www.nytimes.com/2008/08/28/us/politics/28text-obama.html?_r=1&oref=slogin)upon receiving the nomination in August 2008.
Because for 232 years, at each moment when that promise was in jeopardy, ordinary men and women -- students and soldiers, farmers and teachers, nurses and janitors -- found the courage to keep it alive.
So, yeah, a little bit of a boo-boo in his speech on election night.

Honestly, though, the very next sentence in that speech was
What began 21 months ago in the depths of winter cannot end on this autumn night.
So, an honest mistake, but still...the president isn't allowed to make mistakes. I hope the public remembers that when the press decides, for once, NOT to keep a tally and use such footage to kick him in the balls at every opportunity.

Between the Revolutionary War and the adoption of the Constitution we were governed by the Articles of Confederation and Perpetual Union (http://en.wikipedia.org/wiki/Articles_of_Confederation).

How do you know what he meant? 1787 was the first attempt at remaking the nation, adopting the Constitution over the Article of Confederation, which follows the context of his speech. Just because he made a similar reference in another speech doesn't mean he means the same reference every time.
