You need a Russian winter hat, preferably of the Soviet era.
I remember a good while ago, majorsurplus.com had Soviet officer's wool overcoats for sale at a very good price -- I really regret not picking one up.
They also had some great Eastern Bloc sniper uniforms, which, of course, I also failed to acquire. :(

Was really just curious as to what you all would recommend.
And the coat is just perfect, I picked this one up for less than $40. Them Russkies sure knew how to deal with the Siberian winters.

Take the coat up a bit, get some tight dark blue or black jeans and a pair of plain white plimsolls. Don't worry about getting them rough.
It's a standard that is hard to go wrong with.
Oh wait - you wanted a hat? Well do the above and get a trilby to go with it. Definitely a felt/wool trilby. Black or brown or grey. And get it from a hat shop - not a fucking department store.

I'd say it depends on the season, something like a fedora or tophat in winter/spring, and a ushanka at any other time.

I've since taken off the gold buttons on the front, so I don't look like such a imperial tsarist, and unless it's blowing snow at 20 below zero, I don't usually button up and just wear it open in front, so that lessens the effect.
As for hats, when I'm wearing it open I usually wear a tweed flat cap:
