I kinda figured the OP might've already seen it but, yeah, FLCL has a lot in common with Excel Saga...crazy randomness and nonstop humor. Dead leaves is also very similar.
I also recommend School Rumble. Funny shit. :D

I also recommend School Rumble. Funny shit. :DWhile I'm here, I've been hearing crazy things about Tengen Toppa Gurren Lagann. Not necessarily always funny, but definately crazy.

Woo School Rumble, both seasons are great.
In the same genre of "school slice of life" there's Lucky Star, Minami-ke (just started a third season this Jan), Nodame Cantabile has some good moments, and for the hell of it, I'm going to say Haruhi Suzumiya.
When I started watching Gurren Lagann I was disappointed. It looked like your basic shounen mecha anime and it was full of cliches. But the more I watched, the more I liked it. Yes, it really is your basic cliche shounen mecha anime; it doesn't reinvent the wheel or anything. But there's just so much energy and intensity you just can't help but shout "Fuck Yeah!" at some points. The last few episodes are insane. Won't make you think, but it's fun to watch.
