If you are experiencing this problem it is most likely due to the files not being stores correctly. Many texture packs come with the textures in individual folders, however Dolphin needs them to be in the root directory.

So, for example, Animal Crossing textures would be in: Dolphin/load/textures/GAF, even though the GAF folder comes with the textures sorted into sections based on what they are (which is in itself really inconvenient)
