The obvious answer is a fake ID.
The problem is that the average kid who needs an ID doesn't know where he can get fake IDs made, and doesn't have a couple grand to spend on a dye-sub printer. And good information on how to make fake ID is hard to find, especially for people who don't have credit cards.
What you need:
A computer
Adobe Photoshop
Kazaa, Grokster, Morpheus, etc. (for finding templates)
A scanned photo of yourself, or a digital camera
Teslin (look on ebay for it, so you don't have to use a credit card)
Laminate pouches (wal-mart has them where I live, they aren't hard to find)
An iron (a laminator is better, you can steal one from your local wal-mart)
Access to a color printer (preferably a color laser printer, try going to an office and seeing if there is one there)
What you do:
1. Find or make a good template. Use Kazaa or something like it to find some templates, try to find the photoshop (.psd) files.
2. Edit your template. If all you can find are .BMP files, or even worse, .JPG files, you will want to convert them to a high-quality .psd template. First create new text layers over the text in the background, and try to match the font as well as you can. Then edit the background to get rid of all the old text, and then add your picture.
3. When you have your finished template, with all the text layers editable, you need to print it out. If you are printing it on the same computer you are making it on, just print it out. If not, save it to a bitmap file, and save a copy and take it to the computer with the printer.
4. If the ID you have chosen has holograms, most of them do, you need to make a stencil. You can either make this with a hobby knife, or with light-sensitive stencil paper such as photo-EZ. To use the light-sensitive stencil paper, you print out a copy of the holo in black on a transparency, and put it on the light-sensitive paper, and leave it in the sunlight. After the paper has been exposed, you wash it, and the part that wasn't exposed to the light because it was under the black holo on the transparency will dissolve in water.
5. Use your stencil with some metallic gold or silver paint, depending on which color holo your id is supposed to have. If you want to make it look seriously realistic, get some interference gold or silver paint, and use that instead. It's probably worth the looking for that stuff.
6. If it has a magnetic stripe on the back, you can fake it by putting a piece of video tape under the laminate.
7. Laminate it, using the iron or laminator. (I really recommend getting a real laminator, they are only about 20 bucks for a cheap piece of crap. You will probably have to run it through about 15 times before it will fully bond to the teslin. If the laminate you are using is 5 mil, you will need to put on two layers on each side.
8. Cut it out and go.
