SPECIFIC FILING INSTRUCTIONS
(MAJOR CHANGE IN FILING PROCEDURES)

Effective May 21, 1990, the Commission amended its rules and procedures by
revising the Schedule of Charges (fees) now collected by the Commission. The

existing services, fees will be collected for services previously processed
without a fee: Class II permissive changes/modifications, requests for
confidentiality and a one time charge for assignment of an applicant/grantee code
(for new applicants) for formulating the FCC ID. A copy of the MO&O, in Gen.
Docket 86-285 may be obtained for a fee from the Commission's duplicating
