"Driver license" would imply a license needed to operate or own an object called a "driver" (ie. a golf club, for instance)
"Drivers' license" would imply a single license for many drivers.
That would be logically and grammatically fine. I THINK that's what they call it in Great Britain. Too lazy to google it though.
No...no..that is "semantically correct". Cos, according to law, you only needed the government's permission to drive, not living as a certified driver....hence....
