Like the ban on pork and circumcision, the idea of the sabbath as a day of rest, was instigated by the ancient Hebrews as a way of allowing their workers and slaves some rest. (Whether this was out of benevolence, or simply managerial common sense, I don't know.)
Like the other practical traditions that were part of their culture, this practice was enshrined in their laws/religion (the same thing back then)
I'm not entirely certain where the idea of the sabbath as a day of worship came in. Maybe it was just a convenient way to kill two birds with one stone.
