I'm not saying it's logical, because I don't know God's plan behind it. But why would it seem
illogical, given that you know absolutely nothing about God's intentions towards creating Jesus?

I wouldn't chalk racism up to God. I imagine Jesus was revealed in Israel because it was the same place Judaism began.
It's beyond question that many civilizations have come and gone without ever hearing a word about God or Christ. But that does not mean they are destined for Hell. God's judgement will be fair.
