Creating a religion

I'm sure this varies from state to state, province to province, but I'm a having a huge problem finding the requirements for starting a religion. I know you have to have like 8 people following you, but how exactly do you go about making it official? I'm in Ontario if that matters.

EDIT: If the requirements were 8 people or something, what if, after it was all official, somebody left? How would you go about making your own sect, like opus dei or jehovas witnesses or something?
