No, it does not. Why? because negative mass is a prerequisite of negative energy, and the current theory is that positive mass is the dominant entity in the universe. That's probably because negative mass has never been observed.
The net
velocity of the universe must be zero, since everything came from a singular point in time. But the net velocity of an explosion is zero too, and bombs definatly don't have zero net energy.
