Using computers, desktop publishing and chip manufacturing techniques
to counterfeit US Currency:

The etching techniques used to print currency have always been beyond the
reach of photolithography and photo-etching technology. But recent developments
in photolithography developed by the silicon chip industry now make high-
precision microscopically accurate photoetching commonplace.

1) Using large format film (we're talking a few square feet of film or more)
make an enlarged negative or postive photomask of a $100 bill (both sides).
Retouch this mask to remove the green printing on the front of the bill
(serial numbers and Treasury Seal) and the series and sequence numbers
(large single digits and small alphanumerics). This will give you the
masks for the basic plates.

2) Use the large photomask to produce a mask that can be used to etch a
silicon wafer using UV or X-Ray photolithiography.

3) Make a deeply-etched silicon wafer the same size as a $100 bill for each
side of the bill. This will be much simpler than making a real chip - you
only have to be accurate to the near-microscopic level, and only one layer
of etching, and no vacuum-deposition, doping or oxide layers are required.
Because the electronic properties of the wafer are not important, clean
room techniques are unneccessary as well.

4) If you can't find a wafer large enough to accomodate your bill pattern, you
may have to saw and polish your own wafer from a silicon slug. You can make
long wafers by sawing lengthwise. It may also be advantageous to cut the
wafers a centemeter or more in thickness. Cutting and polishing equipment
can be rented at most lapidary shops.

5) Bond the etched wafers thus produced to steel printing plates.

6) Get a high-quality rag paper that closely resembles the paper used in
US currency. You will never find an exact match because tiny red & blue
silk threads are embedded in currency paper, and such paper is illegal
to manufacture. It is possible to chemically bleach one dollar bills
for re-printing, but this is hardly worth the effort.

7) Get a supply of finely chopped red & blue silk threads. Mix these with a
dilute non-water soluble adhesive. Suspend the sticky threads (should be
a sticky mass with little liquid adhesive apparent) in water, or another
solvent that will not set or dissolve the adhesive (the mixture should now
be mostly transparent solvent, with threads spread through it, tinting the
solution).

8) Spray this mixture onto the paper so that the density and distribution of
colored fibers match that of currency paper.

9) Press the sprayed sheets between teflon rollers and allow the solvent to
dry and the adhesive to set completely.

10) You are now ready to ink your plates with a waterproof ink that matches as
closely as possible the color and characteristics of currency ink, and
begin printing your $100 bills.

11) When you have printed up a batch of basic bills it is time to whip out
your Linotronic computerized typesetting system and write a software
program to generate randomized serial numbers. You will also need to either
digitize or copy by hand (at high resolution) the US Treasury seal and
a typeface that matches the numerals and alphanumerics used on the $100
bill.

12) Mix or purchase an ink that matches the green used for serial numbers.
For the other numbers you can use the same inks as in the previous
printing run.

13) If you want an easier but slightly more detectable method of randomizing
serial and sequence numbers, you can mix a matching toner to use with a
laser printer and use a desktop publishing setup to randomize the numerals.

14) When setting up your series numbers and serial numbers, use existing bills
as a model, so that the numbering system is consistent. Pay attention to
the correspondence between date, series, and mint markings. It might help
to get a few sequential bills from a bank to verify the numbering systems.

15) You may choose to produce sequentially numbered bills as well. These should
be bound with paper bands (as in banks). Packaging the bills this way will
provide an alibi for the newness of the bills, but may arouse suspicion,
since bank transactions of more than $10000 must now be reported.

16) When your bills are complete, you may want to age them artifically using
water, chemicals or heat, or to scent them using a leather-based fragrance.

A) Now: passing the bills. The quickest way to pass $100 bills is in drug
transactions. It is possible to bypass the drug dealing and go directly
to the money laundering system of the black market. It may also be possible
to sell counterfeit "C-Notes" at half price to gangs or drug dealers to use
in scams, burns, stings and other transactions. This is the riskiest part
of the "publishing business". You can get busted or killed.

B) Another way to pass the bills is to sell them to foreign black marketeers.
It may be neccessary to smuggle the bills out of the country to do this.

C) Taking bills to currency exchanges in Mexico is also a route that is
used in money laundering. Exchanging bills for foreign currency and then
converting that back to US dollars can be safely done if you know the
ropes. If there is significant money laudering going on, it's likely that
such exchanges will be closely monitored by law enforcement. It may be
prudent to seek out countries not involved in the drug trade, or to make
several exchanges denomimated in different foreign currencies before
re-converting to dollars.

D) Depositing laundered foreign currency in foreign banks is another way to
stockpile money without having to deal with US law enforcement.
Loaning money to yourself, or borrowing dollars against foreign deposits
is a common practice. Moving funds to the Grand Caymans, Bahamas,
Switzerland, Vanuatu or other countries with banking secrecy or tax haven
status can be useful as well.

E) The ultimate way to store laundered funds is by acquiring assets or
securities. Land, planes, boats, automobiles, businesses, art, jewels,
stock certificates etc., either in the US or abroad, can be used.

F) Setting up a foreign-based corporation designed to straddle countries with
loose regulations and low capital gains tax rates can also be used to move
assets into the US as legitimate income.

G) A common way to launder small numbers of bills in the US is to convert them
to large denomination poker chips in Las Vegas, and then cash them in at a
later time.

H) Always wear gloves when handling counterfeit bills or the suitcases used
to transport them. There are techniques for lifting prints from paper
coming into use by police agencies now. It is possible to spray or paint
the palms of your hands or fingertips with silicone rubber or collodion if
you will be in a situation where gloves are inappropriate. Collodion can
be peeled off and discarded quickly.

I) Resist all temptation to pay for travel, lodging or expenses using
counterfeit bills. If the bills are detected you will be leaving a trail
documenting your movements. Never pass bills in places with security
cameras. This may apply to currency exchanges, casinos, and banks.

J) It may be wise to establish several identities to use for international
travel. Travelling to an intermediate country as yourself, and then
using your foreign passport to travel from there to other countries,
and back before using your real passport to return to the US again allows
you to cover your tracks well while keeping both passports consistent
regarding stamps and visas. False identities can also be useful for
concealing foreign bank accounts.

$) Disguising your activities as a legitimate business is prudent when
counterfeiting. Setting up a small electronics R&D company may serve this
purpose; you need the wafer etching tools to experiment with integrated
circuit designs and printing gear for documentation. You might even be able
to get a business loan to get you started. You can liquidate the company as
a failed business once the plates are finished or your printing runs are
complete, or keep the company running & simply sell off any equipment
that is no longer needed. Old, obsolete silicon wafer etching tools are
perfectly adequate for making printing plates, and may be obtained cheaply,
possibly even as salvaged equipment at a bankruptcy auction. When disposing
of equipment, make sure that any parts that might have left distinctive
mechanical marks on the bills have been destroyed and replaced, such as
print rollers, plates, printer heads etc. Also destroy any remaining
batches of toner or ink. You'll be suprised to find that a million dollars
will fit into a suitcase. Good luck with your new enterprise.
