I know what you are thinking, this is just gonna be some advertisment for some instructions that don't work. Well, you're wrong. This does work, and requires do tools or screws.
The only thing that you will need when slowing down your power meter, is a Neodymiun supermagnet. These are superstrong, and supercheap magnets. They generate a magnetic field powerful enough to stop the electric motor inside of the meter. In some cases, it even stops the meter completely! I would try to avoid that though, because the power company can catch on to that.
All you need to do is take the magnet, and place it onto the glass front of the meter until it sticks(magnetically). Observe the turning thing on the meter. Has it slowed down? If so, you have succeeded! Now just leave it there. However, you want to make sure you take off the magnet before the workers from the power company come to inspect the meter. They usually do this once a month, so maybe leave a camera out for a month, and see when they come. They usually come on the same day each month.
To get a supermagnet, you can go to www.gaussboys.com or unitednuclear.com. Also, if you have an old computer hard drive that you can open up, there is a large supermagnet in it.
Happy power saving! ;0
