COLORADO HEMP PRODUCTION ACT OF 1995
(formerly the Hemp Re-Classification Act)

Update (Dec. 19, 1994)

This bill will be introduced to the Colorado legislature in
January of 1995. The bill will allow industrial (low THC) hemp
to be cultivated in Colorado as a cash fiber crop for Colorado
farmers. (A copy of the bill will be available after Jan. 1)
Industrial hemp has no psychoactive properties, but makes an
excellent fiber and cellulose crop. It can be used to make many
things, including paper, cloth, food, cordage, and fuel. It has
been cultivated recently in England, Canada, the European
Community, and other countries.

Time Frame:
Jan. 9 General Assembly Convenes
Jan. 12 Business Begins
Jan. 25 Hemp Production Act submitted
Public Hearing on the Bill (will be scheduled within a week
of Jan. 25 and it could be scheduled for Jan. 25)

This bill will be assigned to a committee in the Colorado
Senate between January 12 and 25. A public hearing in front of
the committee will be held on the merits of the bill. Then the
committee members will vote on whether to approve or kill the
bill. If the bill is approved, it will move on through the
legislative process. But our main battle right know is to make
sure that it does not die in the committee it is assigned to.

What you can do to help:
Keep informed of the progress of this bill. Once we know
who the committee members are, we can start lobbying and
educating them about the industrial uses of hemp. Things will
happen very quickly, and we will need people to move fast. Call
our hotline (303) 784-5632 for updates starting January 1.
We will need people to:

1) Write letters and make phone calls in support of the bill
to:
+ committee members
+ your own state legislators
+ your local media

2) Mobilize supporters in your area to do the same. Start
gathering a list of supporters and their phone numbers NOW so
they can be activated quickly.

3) Attend the public hearing at the State Capitol in Denver
to testify or show support. There will probably be less than 3
days notice before the hearing is set. If you would like to
attend, call the hotline and leave your name and phone number so
we can add you to our Public Hearing phone tree. A strong show
of support at this hearing will be crucial.

ENDORSEMENTS
We are in the process of collecting endorsements from
agricultural and environmental associations in support of the
Hemp Production Act. If your group would like to endorse this,
please let us know! It will help in the lobbying efforts.

DEA DEBATE:
Colorado Hemp Initiative Project vs. the Drug Enforcement Administration

The DEA has kindly allowed 2 agents to come and debate our
group on the cultivation of industrial hemp. The debate will
take place at the CU Law School, sometime during the week of Jan.
11 thru 18 (exact date will be set after Jan. 3) This should be
an informative event, so we encourage everyone to come. The
debate will also make a good way for us to kick off our media
campaign for the Hemp Production Act
