Default Blank cartridge wad (taking off)

I'm having trouble taking off the plastic wad of a blank cartridge.. the top of the cartridge is narrower that the rest, so my only option is to make a hole in the wad with some sharp object (a small knife perhaps) and pull it out in a few pieces.. you think that's safe, knowing there's nothing in-between the wad and the gunpowder ? (I heard gunpowder in blank cartridges is not the same as in the real thing.. so will it ignite if I scrape it a bit by accident)

(Can provide pictures of the cartrige if necessary)

P.S.
Any other teks to take it off would be appreciated..

It's pretty unlikely that cutting through the seal would ignite the propellant, so long as you don't strike the primer with anything. The question is why are you trying to dismantle a blank round?

I thought the cartridge was just folded in on itself, and that you could unfold it with a pair of pliers?

I don't know much about blanks, I guess.

Blanks that fit a "real" gun tend to be merely crimped.

Specialty blanks are often 8mm (or some other odd make) and look sort of like a fat 7.62 Nagant round. These place the wad at the end.

Many blanks in .22s I see are actually blackpowder (for the smoke) so be careful to clean it out well.

Don't tell me you want to make bullets out of them or something along those lines. That would make me sad.

I don't know about the using the casing, but stripping blanks for their primers is what Luty advises.
