yes. there are applications available for every distrobution that will let you do that
(Azureus for torrents, frostwire for both?, Amarok and others to play)

I use kTorrent to download and VLC/mplayer to play.

The distro i use (debian) comes with an application for torrents out of the proverbial box.

on some set ups azureus works without any hitches else ktorrent will do everything torrent wise you would need from day to day.

Most distros with Gnome or KDE come with either the Gnome BT client or KTorrent installed. Both of those are pretty bare, and normally I'd recommend Azureus, but fuck its a memory whore. Are there any other open-source BT clients that aren't java-bloated?

ktorrent is bare, but has plenty of plugins that do all the usual tasks (ip filtering, scheduling). azuerus is a bit bloaty in my opinion.
