Permissions shouldn't matter here. When you ran the wizard, did you set the workgroups to be the same?

yeah, i ran the wizard on both computers and both are in the MSHOME workgroup. This is starting to really puzzle me cause its not like im illiterate when it comes to computers

This is a true WTF situation...

I think it's time to start checking little pissy things. Have you used a straight-through network cable to connect the computer? (as opposed to a crossover like you'd get free with a cable modem).

Network card drivers?
