F.E.M.A.

The FEMA was initially chartered to protect and serve the American public. Nixon started the ball rolling by signing Executive Order 11490 which allowed federal departments and agencies to draft plans for emergency preparedness functions. By 1979, the avalanche of paperwork that this order created caused the birth of a new government agency known as the Federal Emergency Management Agency (FEMA).

The new agency plodded along in typical bureaucratic fashion until the newly elected president, Ronald Reagan, decided to use it in the furtherance of the agenda proposed by such groups as the Trilateral Commission and the Council on Forign Relations (CFR). In 1982 Reagan signed National Security Directive 58. This directive allowed the National Security Council, under the auspices of Robert "Bud" McFarlane and Oliver North, to secretly infiltrate the FEMA and reorient its direction. McFarlane and North carried out their mission with complete disreguard of the pesky old rag, the US Constitution.

Taking 1/3 of the FEMA's employees into their secret program, they managed to divert massive amounts of taxpayer's money. They did this by simply submitting a yearly budget request to Congress for disaster relief and other iubmitted under a separate package." These separate packages of itemized expences were never presented. At any rate, Congress never seemed to notice, neither did anyone in Congress ever question the fact that "separate packages" amounted to more than 12 times the ligitimate requests. Between 1982 and 1992, Congress gave FEMA $243 million for disaster relief; during the same period, McFarlane and North's "separate packages" amounted to $2.9 billion.

Much of the secret funding went into a programe known as Mobile Emergency Response Support (MERS). This programe supplies 300 specially equipped and nuclear hardened vehicles, located throughout the US, designed to shuffle the President and his cabinet around the country so they can maintain control after a nuclear holocaust.

This money has also been used for elite counter-terrorism & espionage training and to compile a computer database of US citizens involved in unamerican activities (thats us).

Not far from the nation's capital there is a large natural feature known as Mount Weather, located on Hwy. 601, just outside the bucolic town of Berryville, VA. Inside this mountain the FEMA develops its plans and collects information on US citizens while ensconced in what the FEMA euphemistically calls the "Special Facility". This facility is equipped with all the computer power and satellite uplinks necessary to control all the communications systems in our country and beyond. The security measures are so stringent at Mount Weather that anyone entering is subject to searches for such contraband as cameras, note pads, or any other item capable of recording information such as its interior layout.

Although only a handful of insiders know exactly how big the facility is, those who have gotten a glimpse inside Mount Weather describe a huge underground city. It is known that contained within the mountain are all the supplies necessary to keep the FEMA running for months without contact with the outside world.

Why would our government feel the need to hide in a cave now that the threat of nuclear annihilation no longer hangs over our heads? To answer this question, we need look no further than the FEMA's own writings, in wich the FEMA allows itself to bypass the Constitutional guarantees during "peacetime or wartime national security emergencies ...accidental, natural and man-made occurrences." Please note that the FEMA does not need an all-out war as an excuse to trample on the Constitution. Any "peacetime emergency" will do, such as another L.A. type riot.

At this moment President Clinton is calling for the passage of his Omnibus Crime Bill. This piece of legislation will restrict gun purchases while at the same time putting 100,000 new police on the streets. Meanwhile, the press reports that prisons are the new growth industry of the nineties.

To get a grip on how an aberration such as the FEMA could have been spawned, another short history lesson is in order. The Agency's policies became official after the appointment of Louis O. Giuffreda as director of the FEMA by his old buddy President Ronald Reagan, former governor of California. As the commanding general of the California National Guard, Giuffreda was instrumental in developing "Operation Cabel Splicer". This programme was designed for the sole purpose of spying on citizens that Reagan, and his paranoid counterpart Ed Meese, considered politically undesireable.

Expanding on this programme, Giuffreda (who prefers the title General) had the FEMA's powerful computers across the country tied into a vast network to gather information on dissidents and potential troublemakers via records obtained through local police departments and other agencies. The FEMA is engaged in a constant data gathering frenzy via the FBI, CIA, Department of Energy, National Military Command Center, National Security Agency (NSA), Defense Intelligence Agency, and every single American police department.

At huge FEMA campuses located in Emmitsburg, Maryland and Carson City, Nevada, agents attend seminars on "continuity of government" and workshops on "nuclear weapons accidents". These colleges are also used to inculate officials from towns and cities across America in "counter-terrorism tactics". Foreign police and military are also trained by the FEMA in their techniques. Thus, in General Giuffrida's own words, "we have made joint military/civil planning far more effective both here and overseas".

At this point you may ask youself what all this espionage training has to do with disaster relief? The answer is simple: nothing. In fact, when winds reaching 160 m.p.h. devastated Homestead, FL in August 1992, the city manager requested 100 hand held phones. The FEMA responded by sending one of their high-tech, nuclear hardened MERS vehicles. Although capable of communicating with a fighter jet on the other side of the world, it could not even place a simple phone call to Miami. More recently, the FEMA failed in its relief mission after the earthquake in Los Angeles. Their official excuse was "we didn't expect so many victims". These incidents are just two of many examples demonstrating this agency's real orientation. Far from being an aid to the American people, the FEMA is designed as an agent of control and repression, hiding behind a flimsy facade.

The following is taken directly from a FEMA document called "The Defense Resources Act".

* Section 1001 "Whenever the President shall deem that the public safety demands it, he may cause to be censored under such rules and regulations as he may from time to time establish, communications by mail, cable, radio, television or other meansmission crossing the borders of the United States."

* Section 903 empowers the President to "limit employment opportunities to activities essential to the national health, safety or interest."

* Sections 201 and 501 give the President authority to requisition, condemn or seize property for the "national defense". The government is required to compensate property owners, but those "unwilling to accept" the price determined by the President will get "75%" of such amount; they can try to recover the rest in court.

* Section 1213 regulates the personal practices of government and federal contractors. They are prohibited from employing "any person who engages in a strike against the government of the United States, or who advocates, or who is a member of an organization that advocated, the overthrow of the government of the United States by force or violence." Loyalty oaths are authorized; and federal workers who have illegal affiliations "shall be fined not more than $1,000.00 or imprisoned for not more than one year, or both" apparently on top of normal criminal sentencing.

The FEMA also has another trick up its sleeve called "Plan D". This 364 page document refers directly to the takeover of the media by ensuring that "all telecommunications resources of radio and television licensees are available for use and responsive to a war situation." The FEMA is also involved in planning exercises with the Pentagon such as "Operation Night Train" which establishes prison camps along the Mexican border to be used in case there is a sudden and unacceptable influx of immigration by our southern neighbors. While still an army student in 1970, General Giuffreda wrote a paper detailing how these prison camps could be set up. It should also be noted that Clinton is calling for "boot camps" for young delinquents in his imfamous crime bill.

The FEMA has worked closely with the Pentagon in trying to determine ways in which to bypass Constitutional laws, such as the Posse Comitatus Act. This is the law which states that no military equipment or personnel may be used against civilians. Anyone who watched army tanks equipped with flame throwers torching "cultists" in Waco, TX has to figure that their efforts have borne fruit.

Just what kind of person is General Giuffreda? What kind of person would be so ready to roll a tank over the Constitution? The legacy left by this one man should give pause to all lovers of independence. For an indication of what might be, simply let General Giuffreda speak for himself: "Legitimate violence is integral to our form of government, for it is from this source that we can continue to purge our weaknesses." Whom, exactly, does he consider to be part of the weak? Exactly how will he violently purge individuals he deems to be weak?
