What is NATURAL LAW?

Natural Law is the intelligence of nature, the total
collection of all the laws governing nature at all levels?
from the human physiology to the expanding universe.

The Natural Law Party will create an all-party government
which will combine the best ideas and talents of all
political parties with proven programs to solve problems of
the economy, unemployment, health care, crime, drug abuse and
the environment ? and usher in a new era of health,
prosperity, and peace for the whole nation.

NATIONAL SURVEYS SHOW WIDESPREAD SUPPORT FOR NLP PROGRAMS:

* 60% of Canadians polled would like to see an ALL-PARTY
GOVERNMENT.

* On the basis of scientifically proven health benefits and
potential savings in health care costs, 60% of Canadians
polled think that courses to learn Transcendental
Meditation should be covered by their provincial health
plan.

* 45% of Canadians polled agree that the federal government
should implement a new approach to criminal
rehabilitation that includes making Transcendental
Meditation available to inmates.

--KEY POINTS OF THE NATURAL LAW PARTY PLATFORM--

total violent crime was reduced by over 20%.

5. Employment will be increased though:
- the training unemployed and youth of the nation as

6. The G.S.T. will be abolished.

7. N.A.F.T.A. will receive support ONLY if it does not
threaten Canada's sovereign authority over its own
economic welfare.

8. Current social services will be retained; but the need for
such services will be reduced through NLP programs to
reduce sickness and crime, and increase wealth by
stimulating the creativity and productivity of
Canadians.

9. Alternative medical options will be given greater
recognition, with emphasis on preventative medicine such

Problems:

* Unhealthy party rivalry and inflexible party lines have led
to ineffective government.

* The public has become disillusioned with politics.

* Lobby groups have disproportionate influence.

* One party representing less than 50% of the voters governs;
all other ideas are wasted; all other points of view are
disenfranchised.

Solutions:

* The Natural Law Party will form an all-party government

* Members of parliament will vote by conscience and represent
the people of their constituencies, rather than

experts in Natural Law in various parts of the nation to
significantly reduce crime, sickness, and other
expressions of stress in society.

* More than 40 scientific studies, published in leading
journals, show that a large group collectively
practising the Transcendental Meditation and advanced
TM-Sidhi program in one place dramatically reduces
crime, violence, unemployment, and social
and political conflict, and improves economic and other
quality of life indicators.

* This effect was recently demonstrated in Washington, D.C.,
during June and July of 1993, when total violent crime
was reduced by over 24%.

--UNEMPLOYMENT and the ECONOMY--

Problems:

* 1.6 million Canadians are unemployed at a cost of $18
billion.

* Federal and provincial debts total over $600 billion.

* Canada ranks in the bottom one-third inter-nationally in
terms of business competitiveness.

Solutions:

* Proven methods of cost savings (coherence-creating groups
of yogic flyers) without cutting social programs will
enable creation of programs to:

- Eliminate the deficit within 3 years and pay off the
national debt within 20 years;

- Place renewed emphasis on education and research and
development as a means of increasing our
competitiveness; and

- Increase productivity though proven techniques for
reducing stress and improving the health of our
citizens.

--HEALTH--

Problems:

* Costs are increasing at 14% per year ($70 million, or 9.9%
of the gross national product).

* Costs are also increasing for chronic illness, aging and
diseases such as Aids.

* There is an increasing incidence of societal disorders such
as divorce, suicide and drug abuse.

Solutions:

* Simple, effective health care programs are readily
available which have been scientifically validated to
greatly reduce ill health and promote higher levels of
health and well being. They include:

- Emphasis on prevention through techniques such as
Transcendental Meditation. A five-year study of
major diseases suggests a possible cost savings of
66%;

- Innovative approaches to treatment such as accredited
natural and alternative forms of care; and

- Improvements in community planning and architectural
design that promote healthier living.

--FAMILY & SOCIAL POLICY--

Problems:

* There is an increasing number of broken homes (Up to 1 in 3
marriages end in divorce.).

* Domestic violence and abuse are on the rise.

* 14% of Canadian families are living below the poverty line.

Solutions:

* The Natural Law Party will introduce programs that will
help restore the extended family as the heart and soul
of the life of the nation by the:

* Introduction of programs to reduce stress and tension in
society;

* Resurgence of a strong economy to increase financial
security over a broader segment of society; and

* Improvement in child care support services, including tax
incentives to enable child care providers to work in the
home.

--EDUCATION--

Problems:

* Low levels of motivation and self-esteem among the student
population are leading to substance abuse, violence,
high drop-out and suicide rates.

* More than one-third of our teachers suffer unmanageable
levels of stress.

* 16% of adults have some reading problems, costing billions
in lost earnings and welfare payments.

Solutions:

* Natural Law programs will foster educational programs that
will produce fully developed citizens who are capable of
attaining high personal and societal goals. This will
be done by:

- Improving academic and vocational excellence through
programs that promote the holistic development of
the student;

- Reducing student and teacher stress through proven
health care programs;

- Making education accessible to all;

- Rebuilding the infrastructure of education based on
input from leading experts in education, business
and technology; and

- Providing management-training programs based on
knowledge of natural law.

- Achieving education's goal of personal fulfillment.

--WOMEN'S ISSUES--

Problems:

* Although the women's movement has done much to change
attitudes and introduce new legislation, many of the
problems that are commonplace in our communities affect
the lives of women more than those of men. These
include:

- the threat from violent crime on our streets;

- a rise in domestic violence;

- an increasing number of broken homes resulting in
poorly supported single mothers

- frustration between work and family and the
inflexibility of the workplace in meeting family
demands;

- a continuing need for knowledge of non-invasive and
preventative measures for common problems
experienced by many women; and

- the controversy between advocates of the "right to
life" and those supporting the "right to choose";
decisions involving child rearing, abortion, and
adoption.

Solutions:

* The Natural Law Party will introduce programs that help
women develop their full potential, whether in the home,
further education, or in the workplace. This will be
done through:

- Implementation of measures which will reduce stress
and tension in society;

- Programs which place emphasis on prevention of
disease, which results in women taking control of
their own health, vitality, and happiness;

- Proper education as the most effective solution to the
abortion issue, thereby ensuring that the need for
abortions does not occur in the first place; and

- Promotion of permanent part-time work and a reduction
in each day's working hours to enable women to
spend more time with their families or to fulfil
further educational aspirations.

--SENIORS--

Problems:

* The proportion of senior citizens is expected to double
within 40 years
.
* Society is failing to recognize the need of the elderly to
remain part of the productive component of the
community.

* Social and prevention-oriented health care for the elderly
is lacking.

Solutions:

* Health care programs exist which have been shown by
published research to effectively slow down ageing and
improve health, longevity, and resistance to disease.

* Housing and town planning policies and their funding will
improve living accommodation for the elderly.

* Compulsory superannuation contributions and private
pensions will make senior citizens less dependent on
welfare.

--LAW & ORDER--

Problems:

* Canada's crime rate has doubled in the last 20 years.

* Crime costs victims $6 billion per year; the criminal
justice system $7.8 billion per year.

* Of the 30,000 prisoners and 84,000 parolees in Canada,
about 40% will be arrested and sentenced for repeated
crimes upon their release.

Solutions:

* Education: Experiences that develop a person's sense of
self-esteem and achievement reduce the tendency to
engage in criminal activity.

* Reduction in social stress: Programs exist which have been
proven to reduce the stressful conditions which promote
criminal tendencies.

* Revitalization of the over-crowded and run-down areas of
our inner cities must accompany any program to reduce
crime.

* Criminal rehabilitation: To date, the most successful,
cost-effective, scientifically validated program for the
rehabilitation of inmates is the Transcendental
Meditation technique. In Senegal, Africa from 1987-88,
recidivism (repeated crime) was cut from 90% to less than 8%,
prison population was halved, and prison violence
disappeared.

--ENVIRONMENT--

Problems:

* There is a growing need for energy, food production, and
land for housing.

* Entrenched attitudes and beliefs resist change.

* There is a lack of complete knowledge of the environment
and the dire consequences which our unwise actions have
on the environment.

Solutions:

* Education: Only with a holistic understanding through the
Natural Law Party's educational programs of natural law
will we evolve as individuals and communities with
minimal impact on the environment.

* Improved collective consciousness: The offering of unique,
scientifically proven programs to create coherence in
national consciousness will dissolve the social stress
which currently impedes attempts to improve the
environment.

* Improved building design and construction to promote
healthier work environments.

* Town planning that ensures ample green areas, low noise-
and-air-pollution and fosters a safe and positive
community atmosphere.

* Commitment to increasing the efficient use of energy and
developing renewable, safe, non-polluting, nuclear-free
energy sources and transport.

* Setting of standards for energy- consuming and pollutant-
emitting products and imports
.
* Specific policies for proper manage- ment of parks,
waterways, natural resources, manufacturing, waste
disposal, and farmlands.

--FOREIGN AFFAIRS, DEFENCE, TRADE--

Problems:

* Defence spending amounts to about 11% of government
expenditures
.
* Despite the apparent freedom from invasion, Canada could
not hope to defend itself against a large-scale
offensive.

Solutions:

* Through the program of a "group for a government", the
improved consciousness of Canada's leaders will enable
them to make positive contributions to the world
community.

* Foreign aid will have a strong emphasis on education and
knowledge, which will ensure the self-sufficiency of
nations receiving our aid.

* Issues of "free trade" will be resolved in accordance with
natural law, free from political agendas and with the
best interests of the cultural integrity and economy of
the countries involved being paramount.

* Through Canada's positive contributions to world economics
and peace, it will secure mutual friendship and co-
operation with countries, thereby increasing its
security from potential aggressors. This will enable us
to responsibly reduce the size of our armed service.

--AGRICULTURE--

Problems:

* In order for farmers to make a decent living they are often
forced to adopt short-term, non-sustainable practices
such as overgrazing, over-cultivation, and monocropping.

* Recent advances in agricultural technology which observe
only partial values of natural law, often result in
unforeseen imbalances and ecological damage.

Solutions:

* Programs of economic reform by the Natural Law Party will
free up funds to provide tax relief for farmers, so that
they may earn a good profit without having to use
potentially destructive methods or leave their farms.

* A substantial research plan will document the benefits of
sustainable farming while expansions are simultaneously
made to expand the international market for organically
grown produce.

* Training programs will be introduced in agricultural
colleges and made available to farmers. This will
provide a more holistic understanding of natural law in
agriculture and increase decisions which will lead to
maximum yields and enhancement of the land.

* Rural communities will be revitalized by decentralizing
government and public services; building programs will
favour small towns rather than the extension of city
limits.

--FORESTRY--

Problems:

* The present rate of use of forest resources threatens the
concept of sustainable yield for future generations.

* Conflict is increasing between environmentalists and those
whose livelihood depends on forest resources.

Solutions:

* Experts in the field of forest management will be engaged
to secure maximum benefits from the nation?s forest
resources.

* Increasing coherence in the nation will enable parties
whose interests are most closely tied to the forests to
find solutions which accommodate the concerns of all.

--ABORIGINAL AFFAIRS--

The Natural Law Party recognizes the vital role that the
Aboriginal peoples have in Canada and appreciates their
tradition of living in harmony with natural law. We offer a
